Bishop The term “General Convention” was changed to “General Conference”. Quarterly Conference was inaugurated Ordered that General Supt. should preside over each annual conference when he was present. (Previously he had to be elected as chairman pro tem if he presided over business). Official Organ: Pentecostal Holiness Advocate was authorized. G. F. Taylor elected as Editor. It was a weekly publication with subscription rate of $1.50 per year. Ministerial Standards: No one could be ordained or licensed to preach who could not recite in consecutive order the Books of the Bible and had not read it through at least once. (ordination required reading the Bible through twice). Also required to have read at least 1,000 pages of other suggested books in harmony with the doctrines of the Pentecostal Holiness Church. 1918 (March) Headquarters property purchased in Franklin Springs, GA for $9,000. 1919 Franklin Springs Institute (later to be named Emmanuel College) opened. Franklin Springs was not church owned at that time. Publishing House built in Franklin Springs.
